Four firms applied for the job of doing the Red Bridge Alternatives Study. You can download their proposals in PDF format below. Of the four firms, BWR was selected.
See also the City Council resolution that set the Study in motion, the project description (PDF file) (called an RFP or RFQ), and contrast that with the contract (PDF file) that was signed with the firm that was selected, particularly Attachment A (PDF file). You can see that while the resolution, sponsored by Council members Sharp and Jolly, and the RFP (also partly crafted by our Council members) clearly states the purpose of the project is to come up with alternatives to the original (BridgeZilla) design, something got lost on the way to writing the actual contract. No mention is made of “alternatives”. Instead, it’s all about “community consensus”. While there’s nothing wrong with consensus, there is something wrong in defining it by using a biased survey.
